OakIn, OakOut

Hi all,

I've decided to start the OakIn/OakOut modules which now make use of the
ISO-standard integer and real conversion modules.  They are not tested
very much but appear to work with the current StringsTest module.

What still needs to be done is clean up the conversion stuff a bit inside
these modules and also integrate them with the ISO file i/o stuff.

Anyone interested?
