Finally!  Another release of the OOC Reference Manual!  

The two major pieces left to do are the chapter on Locales and the section
on SYSTEM.  I'm hoping that these will be done for the next release, and
we'll be able to go from "DRAFT" status to "EDITION 1.0".


On to the highlights of this update, which include

   - Documentation relating to LONGCHAR support:

     - adding a section on module LongStrings 
     - and a new section on "Text Mappers" (adding Rider, LongRider, and
       UnicodeRider)

   - Changes to the language chapter:

     - minor changes to "Specifications"
     - "Language Extensions" now has two subsections "ABSTRACT" and
       "NO_COPY" (NO_COPY is new)
     - adding LONGCHAR to "Additional Data Types"

   - The chapter on the Oakwood compliant modules is complete.

   - A few changes to the OO2C chapter including adding `NO_LENGTH_TAG'.
