OOCref-980813

This update of the OOC Reference Manual includes 

   - a new chapter `Pragmas' that describes the use of embedded directives
     in OOC.

   - a section describing module `Exception'.

   - changes to the sections on `CharClass' and `TextRider' for the new 
     handling of end-of-line.
