ooc-980430 & oo2c-1.3.5

Hello,
the third update of OOC and OO2C within two weeks...

The news:
o After month of confusion, full ChangeLogs are again in the
  distributions. ;->
o A change in the previous release has broken the symbol file browser
  oob.
o The implementation of system flags for procedures was horribly
  broken. If the link name of an INTERFACE or FOREIGN procedure
  differs from the normal name, it must be put in the system flags
  _before_ the procedure name.
o Underscores are now permitted in names of PRAGMA variables.
o Some new flags have been introduced for the Win32 port of oo2c.
  Currently system flags are permitted even in normal modules, until
  we have evaluated whether the Win32 port needs this.

Unfortunately any old compiler chokes on the fixed procedure flags.
This means that we can't provide the usual partial patch from oo2c
1.3.4 to 1.3.5. You need to get the whole tar file. We hope this
"accident" won't happen again in the near future.
